Owners push 14 free agent limit in new MLB proposal
Baseball owners offered a plan to cap free agents at 14 per year and tie compensation to ranking free agents, with Type A and B categories. Phillies’ Bob Boone called the move insignificant as talks, labeled businesslike by mediator Moffett, broke up after less than two hours in the first face to face bargaining in five days.
