Bell offers to repay state over war fund losses
Pittsburgh banker John A. Bell says he offered to reimburse Pennsylvania for interest lost on the so called revolving wartime emergency fund created by ex treasurer Harmon N Kephart but the state refused to accept. Bell testified at Harrisburg inquiry that the fund involved more than 200000 dollars and potentially cost the state around 11000 in interest. He also denied wrongdoing saying his actions were to aid war relief and that he sometimes forwarded blank checks signed by him to Kephart to be filled and negotiated with Allegheny county treasurer checks later cancelled. The Carnegie Trust Company president claimed he acted out of sympathy for war victims and never misused funds.
