Charles Leroy Phebus Jr., 24, of Windsor Estates, was reported in satisfactory condition at Frederick Memorial Hospital after a late Friday pedestrian accident on Md 355 near Urbana Pike. He allegedly crossed into the southbound lanes and struck a van driven by Harvey Lee Shifflet, 22, of Damascus, with a 2-year-old passenger aboard.
