Federal Judge Roszel C. Thomsen ruled government inspectors were within their rights during visits to Carroll County farms of Lewis Shafer Sr and his three sons to measure wheat acreage under Department of Agriculture quotas. He said an injunction prohibiting Shafer interference will be issued.
