Seneca Dam plan seen as nearly decided by Army Engineers
Delegate Houck warned that the Army Engineers are close to choosing to build a large Seneca Dam regardless of local opinion. The project would flood Frederick County land, push floodwaters up the Monocacy to Buckeystown, affect Point of Rocks and require railroad relocation. He noted state legislators would have no real voice, with decisions resting with Congress and the White House.
