Judge recommends reprimand for Rockville attorney

A Rockville attorney, R Edwan Brown, 66, was recommended for reprimand rather than disbarment by Judge Peter J. Messitte in a five page finding over unethical practices tied to a deceased Frederick couple, Elmyra and Walter Hahn. The ruling, sent to the Maryland Court of Appeals, found serious errors in his handling of the Hahns cases while denying intentional wrongdoing. Brown, in Dickerson, says he acted in the clients best interests though the commission alleges he failed to obtain independent appraisals and did not file certain tax documents amid complex farm estate planning and a lease option with Norman Todd.

South Africa declares nationwide state of emergency

Associated Press reports South Africa imposed a nationwide state of emergency under President P W Botha, effective midnight, as authorities detain hundreds of anti apartheid activists ahead of the Soweto uprising anniversary. The move aims to quell black unrest after more than 1,600 deaths since 1984.

Brittain seeks re election as Frederick County treasurer

Martha Ann Brittain, a Democrat with 31 years in the county treasurer’s office, files for re election. She notes expanded license renewals to Frederick County and plans to issue new plates locally later this year. Her tenure increased tax bills from about 33 000 to over 53 000 annually while maintaining staff at four full time employees.

Father of missing Gaithersburg girl may be freed

Carl Dorr, father of six year old Michele Lee Dorr who vanished over Memorial Day weekend, may be released from a psychiatric ward Friday after doctors said he suffered an acute psychotic episode. His attorney cited fatigue, police pressure, grand jury questioning, media glare, and guilt as causes.

Frederick County Gains Net 3,979 From Migration 1980 84

Frederick County data show a net population increase of 3,979 from migration during 1980 to 1984. The county gained 3,780 residents from Montgomery and 918 from Prince George's, while losing 1,708 to Carroll and 6,360 to Carroll County overall. Washington and Howard counties also contributed losses. Senior planner Raymond W. Barnes Jr. summarized the figures at the planning commission meeting.

EPA funding for Adamstown wells delayed by Congress

Adamstown residents face ongoing water contamination as EPA cleanup funding waits on Capitol Hill.
