Governor commuting two Maryland death sentences
Baltimore June 3 Gov McKeldin commuted to life terms the death sentences of Jobe William Chifsey, a track worker, and Leroy White, a convicted rapist, saying drunkenness and diminished capacity justified clemency. He noted White’s lifelong mental challenges and poor prospects of reform, while stating Chifsey lacked prior crimes and appeared impulsive rather than premeditated.
