Frederick Mayor Jim Grimes defended a $52 million fiscal 2000 budget while facing calls for more planning department staff and airport hangars. Planning chief Dr George Smith urged hiring one or two planners to relieve an overextended department, with aldermen backing a bond funded hangar study and $200,000 more for parks. District officials debated internal budget moves, Weinberg Center subsidies, and security bonds, as city lawmakers weighed reallocations and policy tweaks.
