Kemp III of Norfolk Naval Air Station drowned in East Ocean View after a leg cramp caused panic during a midnight swim. three Marines attempted to help but were unable. Kemp’s body recovered within 15 minutes. Funeral services for Victor Lamont Fisher Dobson, 19, of Old Washington Road, who drowned Monday night at Mullinix Park pool, will be held Thursday. Dobson, a 1970 Frederick High School graduate, lived with his grandmother, was employed at Gastley’s Junk Yard, and survived by mother Jane Fisher, grandmother, and several aunts and uncles.
