Va Appeals Court Reverses Richmond School Consolidation Order
The 4th U.S. Circuit Court of Appeals reversed a landmark order to merge Richmond city schools with Henrico and Chesterfield counties. In a 5-1 decision the court said a federal judge cannot compel a state to restructure internal government for racial balance unless there is invidious discrimination in local government. Frederick man convicted in drag race cases
A Frederick man, Ralph Ellis King, 22 of Madison Street, was found guilty in District Court of 14 motor vehicle charges from a March 17 drag race. Judge Stanley Y. Bennett sentenced him to 26 days in County Jail and a $225 fine plus costs. He was convicted of drag racing fleeing an officer speeding driving the wrong way on a one way street reckless driving failing to obey traffic devices and exceeding 60 mph. He was found not guilty of obeying a lawful order. Officer testimony traced a high speed pursuit through North Bentz Street West Church Street and other roads to Montgomery Mall where the car was found. King testified he was not in the car after 10:30 p.m.])
