Hoover Commission yields slim budget relief call for restraint
A Washington writer concludes that even with 5 or 10 percent savings the federal budget would stay above 40 billion. He argues tax relief is unlikely until Congress and the White House curb costly programs in military, foreign aid, and veterans affairs. The writer questions the size of the military, the extent of foreign aid, and veterans spending, predicting budgets will not fall below 35 billion again.

Unification of Armed Services Needs Joint Chiefs Charter
Washington argues for a constructive plan by the Secretary of Defense to unify the armed forces without new legislation. A Key West style charter would outline two points: a flexible war plan and mutual service scrutiny of budgets, with decisions on weapons made by each service within an overall congressional budget. Unification hinges on a joint budget agreement and adherence to missions set by the Key West framework.
