Controversy Over DHR Visit to Frederick Day Care Site
The Frederick County Day Care Task Force questions an aborted DHR escort of a bidder and Dr. Joan Strickland to the new Day Care Center. The dispute raises concerns about state interference with local plans as the task force, formed under a 1981 mandate promoting private providers, seeks to ensure quality, volunteer-led progress before bids are viewed and decisions made. Local leaders urge the state to follow its rules and refrain from interruptions until after task force recommendations are submitted.
