De Gaulle recycles old Southeast Asia peace plan
Charles de Gaulle renewed in 1964 his call for neutralizing Southeast Asia including Vietnam. He seeks a four power guarantee with the United States France Russia and Red China, and links future peace to a broader French German alliance while opposing a direct nuclear test. The plan follows Geneva’s 1954 accord and the U.S. role in supporting South Vietnam against the North.
