Frederick Aviation declined a proposed swap of about 40 tie-downs at Frederick Municipal Airport in a meeting last week. The city had offered a swap to ease a long running feud with International Aviation over fueling access, but Frederick Aviation called the idea a Band-Aid solution. The Airport Commission plans to revisit the tie-down policy at its August meeting, after a quorum was not met yesterday.

The commission proposes replacing the current government with an elected executive and five member county council in 1964 if the referendum passes on November 5.
