The piece argues optimism about Soviet goodwill is premature. It cites visible forces: communists attacking US personnel in South Vietnam, the Berlin Wall, Soviet military aid to anti West nations, refusal to discuss German reunification, espionage on US carriers, testing moratorium breaches, and Cuba missile pressure. Until concrete steps erase these signs, skepticism remains warranted.
