Cumberland Council Erred in Referendum Ruling

Judge Harris ruled Cumberland mayor and council acted arbitrarily in denying a petition for a referendum on a 50050,000 city bond issue. The petition with 4015 signatures sought a vote on 5500,60 worth of Cumberland Urban Redevelopment Bonds of 1957 to fund cross town street projects. The judge said enough signatures remained to require a referendum and offered to order the election if requested.
