Washington July 28 The State Department declared Bluefields Nicaragua an open port after protest from New Orleans merchants over Norway's recognition of the blockade. Acting Secretary Wilson announced Norway was misinformed and that Norway’s consul designation was accepted, while the United States warned it would protect American cargoes entering Bluefields.
