Reagan administration cites gains in air quality in new report

The 291 page report by the President's Council on Environmental Quality says air quality improved in 23 cities by 39 percent from 1974 to 1980 and nationwide levels of suspended particles fell 35 percent in a decade. Los Angeles remains the worst area with 231 unhealthy air days per year. Water quality gains are slower, with newer treatment plants needed before substantial improvement. President Reagan urges cost effective regulations and greater state local input. Environmentalists fault the plan as a blueprint to gut laws.
