Leaders of the Democratic party met in New York at the Hoffman House to discuss the national committee chairmanship. The group agreed the committee should be free to elect its chairman, with a meeting set for July 26. No chairman decision was made, and candidates will determine notification dates.
Russian General Keller reports over 1000 Russian casualties after a large scale reconnaissance misread as an assault. Three Keller battalions reinforce Kashtalinsky to hold Wafankwan and Siachao Passes amid heavy rifle and artillery fire from Japanese forces in the Fen Shui mountain region.
Mrs Nelson A Miles, wife of the retired Lieutenant General Miles, is introduced as less famous than her husband. She is described as the daughter of the late Ohio judge Sherman, a brother of Jobo and General William T. Sherman, and her sister married former Senator Don Cameron of Pennsylvania.
General Keller withdrew his troops to Yanze Pass positions after assessing enemy strength. Japanese forces moved toward the right flank near Tsoudiaputse and a mountain battery engaged, later silenced after 34 shots. The fight ended about 3 p.m. with allied troops returning to Ikhavuen and heavy fatigue reported. Losses exceed 1000, especially among the 24th regiment. Colonel Koschitz wounded but remained in ranks. The Times notes Japanese losses at Mo Tien Pass on July 17 were trifling.
In Manchuria Russian troops attacked Mo Tien Pass under dense mist near Fusan on July 19. The assault aimed to reach Japanese entrenchments but failed amid strong Japanese defense. Many Russians lay dead as forces withdrew after incomplete progress.

In Trenton New Jersey on the Belvidere division of the Pennsylvania railroad a flat car toppled with a derrick, burying two Italian workers beneath the overturned vehicle near the Delaware and Raritan canal. One man died and the other was injured after nearly an hour of rescue efforts.
The Insular Bureau of the War Department invites proposals to sell 3.6 million dollars of Philippine 4 percent one-year bonds. Bids due August 22 at 2 57 p m. Proceeds will retire 3 090 109 dollars of outstanding bonds and new certificates worth 1000 dollars each will be added. Certificates may be used as security for public deposits and bank circulation under Treasury safeguards.

General Davis, governor general of the Panama canal zone, asks the Panama canal commission for 100000 yards of wire gauze to shield the zone from invasion. He calls this perhaps the largest mosquito netting order and urges steel wire screens not coarser than 17 meshes per square inch, galvanized. 25000 yards for hospitals and 75000 for housing screening along the canal zone.
