Frederick finalizes APFO draft after 15 months of work

Frederick's 11 member city committee has produced a final draft of the Adequate Public Facilities Ordinance after a lengthy review of APFOs and growth policies from Laurel Westminster Rockville and other areas. Richard Griffin, former city planner, led a Wednesday workshop with the mayor and aldermen as the committee noted that an APFO alone cannot solve school overcrowding.

Mother admits guilt in baby selling case

Julie Anne Pilafian 40 pleaded guilty to conspiring with a partner to sell their infant son to a Washington County couple in exchange for a used car and 5000 dollars. The judge warned the minimum sentence for child sale is five years and a 10000 dollar fine, deferring sentencing to mid September.

Essroe seeks on site landfill for cement dust

Essroe Cement Corp of Buckeystown asks Frederick County to amend the solid waste plan so it may bury cement kiln dust on its own site. Neighbors oppose while planning officials postpone a decision, continuing at the next public meeting. The plant near Buckeystown produces 100 to 110 tons of dust daily with only 1 percent recycled.

Black bears seen across Maryland including Boonsboro area

The Department of Natural Resources reports multiple black bear sightings since June 18 in Garrett Allegany and Washington counties plus Frederick, with seven near Boonsboro and one in Spring Ridge.
