Campaign funds face scrutiny over Maryland donations
In Annapolis a probe finds questionable contributions linked to race track owner J De Francis. Prosecutors say De Francis reimbursed relatives who gave 12000 dollars to Gov Parris But, yet enforcement and record keeping hinder detection. Critics say lack of computerization and limited staff hamper enforcement and reveal loopholes in campaign finance rules.
