White House says Haiti situation deteriorating
The White House says the Haiti crisis continues to deteriorate while Congress weighs options. U N Ambassador Albright announced 12 Latin American countries will send up to 4000 troops for a UN peacekeeping mission as a Pentagon plan to deploy an invasion fleet is discussed. President Clinton authorized tighter sanctions enforcement near the Dominican Republic border and officials described the military buildup as prudent, not imminent. Vice President Gore urged evaluation of sanctions impact before any negotiated settlement, and Sen. Nunn warned events are moving toward invasion despite concerns about postwar governance.
