Clinton loans funded Arkansas legislation in mid 1960s
As governor Bill Clinton borrowed at least 220000 to promote a legislative agenda and sought donations from supporters and corporate figures to repay. Funds, lent by Bank of Cherry Valley, financed ads, mailings, consultants, travel, and polling while kept separate from campaign money, prompting charges of circumventing campaign finance rules. Betsey Wright, then chief of staff, controlled spending and fundraising.
