Sensenbaugh Proposes Maryland Education Financing Reform
State Superintendent James A. Sensenbaugh urges the Governors Commission to study Maryland public school funding. He argues for greater equalization of opportunity, flexible foundation aid, local district augmentation, and state support for innovative programs. He cites rising costs, demographic shifts, handicapped and compensatory education needs, and calls for statewide evaluation, management resources, and potential use of technology and year round schooling to improve outcomes.
