Car Shortage Report Faces Interstate Commission

Daniel Willard president of the Baltimore and Ohio Railroad and chairman of the advisory committee of the Association of Railway Executives testified before the Interstate Commerce Commission in Washington. He described a car shortage under federal control with many obsolete box cars still in use, hurting grain shipments. He cited a carrier with 16 000 box cars before control now reduced to 3 000 suitable for grain, noting only 22 percent of cars are owned by their owners and 76 100 cars are unfit for use. He warned 48 hours for loading and unloading plus 6 to 10 days in export traffic have cut daily car service to about 27 miles, hoping to raise to 30 miles. He also noted a strike affecting about 1 percent of railroad workers, concentrated at terminals, further hampering service.
