Work release center to ease jail overcrowding

Convicted nonviolent inmates will move to a new $1.5 million work release center attached to the Frederick County Adult Detention Center. The first floor will house 64 men and 16 women, with plans to expand to 160 participants across floors. Taxpayers may save on jail costs, but overcrowding remains at 395 inmates versus 220 capacity.

Emmitsburg Sets Strict New Residential Zone

Emmitsburg imposes the most restrictive residential zoning in its history to curb growth near the Pennsylvania border. The new suburban zone forces half acre lots on annexed land unless owners request another zone, sparking objections from local broker Crystal Gauss who argues it limits affordable housing and tax base for a new $7 million sewage plant. Council President Edward Adelsberger said the measure aims to curb cracker box houses despite calls for growth controls. Commissioner Thomas Gingell echoed the focus on protection from low-density housing.
