Forecaster promised ideal Independence Day weather with eighties and no rain after a cool spell ended a seven day heat wave. Drivers urged to observe traffic laws as many businesses shut for the long weekend and a three day layoff.
Four Maryland cities win honorable mentions in the AAA Twentieth Annual National Pedestrian Appraisal and eight receive No Fatality certificates. Annapolis Havre de Grace Sparrows Point and Easton gain recognitions for pedestrian program efforts. The eight No Fatality cities include Westminster Greenbelt Hyattsville Elkton Rockville Frostburg Frederick and College Park with multi year records.
Two youths who fled last Saturday after suburban party brawl arrests are re jailed in Baltimore. Earl S. Gosnay 21 and Edward D. Dryden 20 were recaptured nearby where state and Anne Arundel County police earlier arrested nine others. Gosnay faces motorcycle theft investigation. Dryden found hiding in a closet following a tip.
National Safety Council predicts 350 traffic deaths during the 6 p.m. to midnight July 4 period. States deploy heavy patrols, planes, radar, ghost cars, and swift arrests. Civic groups, including American Legion posts, spread safety messages as California imposes automatic six month license suspensions for first drunk driving offenses.
A wandering rodeo bull slipped from Frederick Shopping Center onto Fort Detrick grounds during a holiday closure. Guards deterred the animal at the main gate around 12:22 a.m. until city police and handlers corralled it back to the rodeo grounds. There was no indication of a ride attempt or prize event.

Temporary repairs are planned until temperatures drop for permanent fixes. More sections were affected in Howard County than Frederick, while heat hindered final curing of asphalt surface treatments.
Fort Detrick in Frederick Maryland is highlighted for its efforts to inform high school students about Federal Government employment. Representing the Fort and the Biological Warfare Laboratories met with guidance counselors from seven senior and four junior high schools, teaching job types, qualification subjects, and application steps. The program used a cooperative education approach with films and narration by leading scientists.
Richard L. Steiner of Baltimore has been named superintendent of Baltimore City Public Schools, the nation’s sixth largest system. Steiner, previously commissioner of the Federal Urban Renewal Administration, was chosen by Mayor J. Harold Grady. His father Bernard C. Steiner was a longtime Enoch Pratt Librarian in Baltimore.
The 49 star flag honoring Alaska will be raised at Fort McHenry at one minute after midnight converting dawn’s light to a midnight ceremony. Officials including Fred A. In Cleveland Ohio Republic Steel reopens sections of its plant as workers ignore union orders and a plea from United Steelworkers leader David J. McDonald. Wildcat strikes spread to Great Lakes ore boats halting shipping and threatening Mesabi iron range mines. USW Local 5000 head Joseph Chroback says mines will reopen early next week.

Secret police seize arms cache in a Havana suburb arresting eight men linked to Batista era forces. Rebels and guerrillas active in west and east as agrarian reform fuels unrest. Edythe Margaret Krumpp, 41, faces the Ohio electric chair for the October murder of Louise Bergen. A six by six juror panel found her guilty of first degree murder after a four minute verdict reading. Krumpp admitted burning Bergen’s body and claimed the shooting was accidental during a struggle in her car.
A large Independence Day weekend lineup includes a public fireworks display at Frederick Shopping Center drawing about 10 000 people and over 1 000 cars. The Harmony Band and Yellow Springs Band perform with a 9 45 p m show. The Eastern championship rodeo and professional motorcycle races at the Fair Grounds add to the festivities with matinees and night shows. A patriotic flag raising at Mt Olivet Cemetery honors Francis Scott Key with a bugler at dawn.
Soviet deputy premier Frol Kozlov shifts from diplomacy to sightseeing during a 23 day Washington visit. He will tour Sacramento and several other cities, meet Gov. Edmund Brown in California, and end with a reception at the Soviet embassy. Nixon and Herter spoke of limited progress on Berlin and broader U. S.–Soviet tensions remain.
