Silver Bills Fail To Move
ANNAPOLIS Jan 3 Del Silver whose summer work on highway safety bills stalled as the Education Department and others opposed a driver training requirement for high schools He noted the motor bills faced a stonewall The cost estimate for driver training exceeded a million dollars yearly and would be funded by adding 20 percent to motor vehicle fines The House committee heard from educators and opponents over whether state direction is needed Local school and board officials urged local control while proponents argued for more teachers and funding The measure was sponsored for possible future action with Del Gude and Silver co sponsoring a resolution to seek state funding in 1958
