The Fourth Circuit panel declined to review its December ruling overturning the developers’ conviction for filling 50 acres of wetlands in Charles County Maryland. District Judge Alexander Williams had fined Interstate General Co St Charles Associates and CEO James Wilson 4 million and sentenced Wilson to 21 months for activity between 1988 and 1993.
