President Bush faces cross partisanship as his 1993 budget plan encounters criticism from Democrats and a GOP rival. The budget proposes 1.516 trillion in spending with 1.164 trillion in revenues, a 351.9 billion deficit, plus tax breaks and defense shifts.
Frederick County commissioners rejected a DPW plan to raise the Reid's Ford Road landfill tipping fee from 27 to 40 per ton. They urged smaller increases or delays, citing impact on municipalities and the economy. DPW warned ramping next year to 40 would push following year to 52 and 68 without curbs. Contingency cuts were floated to reduce the fee.
The Frederick County Ethics Commission unanimously turned down the Economic and Community Development Commission's bid for an exemption from the ethics ordinance. The panel said such an exemption would nullify recent disclosure actions and argued the requirement would not be an unreasonable privacy invasion but could limit qualified applicants for the ECDC.

A 36 year old Keymar woman Debbie Fischbach was listed in critical condition at Shock Trauma after a head on collision with a 1985 dump truck on Md 550 between Woodsboro and Libertytown.
