Law to boost handicapped access lauded
Sunday marked the day the Americans with Disabilities Act took effect and local disabled residents joined advocates in praising the measure. Clara Crow said the act makes the disabled a covered minority with a grievance procedure, while Jackie Shields predicted gradual changes but eventual impact. The act requires most public spaces to remove barriers and bar employment discrimination in time, with gradual enforcement for transportation and some job rules.
