Handicapped Education Spending Increase Urged

ANNAPOLIS AP A gubernatorial study commission recommends increasing state and local spending for handicapped education by 50 million dollars over five years. The final report passed 17 to 1 with one abstention by Alan Wilner. The plan would see the state fund 70 percent of added costs while local governments cover 30 percent, prompting objections from Del Porter Hopkins who warned of complex distribution and potential harm to children.
