Johnson urges limited expansion of Social Security and defense plans
President Johnson proposed raising the earnings limit for Social Security to help older and forgotten Americans share in the nation’s progress and outlined new spending for the coming year. He defended a limited Vietnam War stance, called to fight crime, and urged fair housing while noting a proposed consolidation of Commerce and Labor. Republican critics pounced on costs. Democrats criticized the tax rise. The session featured strong applause for Vietnam stance, a long televised address, and bipartisan chatter on policy changes. Elizabeth Shoumatoff painted the late Franklin D Roosevelt portrait unfinished.

He cited restrictive state law and low osteopath licensing, noting surrounding states and DC allow full practice. The medical society is expected to oppose, arguing osteopathic training is inferior.
