Schaefer proposes two budgets to fix state finances

Governor William Donald Schaefer outlines two contrasting budgets to address Maryland’s fiscal crisis. A stark reality plan would cut over 1 billion in programs and agencies, while a second, about 500 million in cuts, would require tax increases to bridge a 700 million gap. He declined to detail proposals, warning lawmakers against politics over taxes. He also signals gun control bills, helmet laws, stricter car emissions, AIDS testing for some doctors, and vetoes on expanding sales tax.

Voluntary furloughs proposed to ease Frederick County budget

Lu Ann Frye of the Interagency Data Processing Authority urges voluntary furloughs to save money without cutting services. Employees could request specific days off, reducing gross pay, with scheduling by the employee and supervisor. Some would volunteer a few days a week, others deem it a hardship, but the plan could boost morale and avoid layoffs. Commissioner Gray supports exploring the idea while continuing to push for salary cuts or layoffs as options. A five member committee will evaluate suggestions and awards from a policy approved for employee ideas. Frye even asks to be paid a $1,000 bonus via mail to IDPA care.
