$11 Million For 21 School Projects Board Fails To Act On Budget

A 21 year old Hagerstown sailor, recently acquitted of arson, filed a 27000 civil suit in Frederick County Circuit Court against Top E. Barnes and Donald C. Barnes, state fire investigators. Seaman Denis E. Ashby alleges coercion and threats to a key witness unless he incriminated him, while he was jailed 170 days awaiting trial for the Spong Printing Co. fire during July 19 racial disorders in Hagerstown. The judge had ruled the state had no legally sufficient evidence to submit the arson case to a Washington County jury.
