Frederick County Growth Pressures Capital Improvement Plan

Barrington Lopez Scroggins also known as Demond David Thrower was taken into custody in Frederick after a tip linked him to a Oct 14 1999 Washington fatal robbery. He had been indicted for first degree felony murder and eluded capture since 1999. He was found on Phebus Avenue with Lt. Tom Chase aiding in his arrest.
