Khrushchev floats Geneva disarmament summit plan

Soviet Premier Khrushchev urged Kennedy to open the 18-nation Geneva disarmament talks with a summit meeting. He left unclear whether he will attend the March 14 opening or send Foreign Minister Gromyko, while reports claim he plans to attend Switzerland regardless. The note to Kennedy follows the Feb 14 proposal and discusses a possible April or May summit if progress is made. The talks will center on a general disarmament session and a nuclear test ban, with Moscow sticking to its Nov 28 proposal that lacks enforcement controls.
