Newcomer Scholarship Presented to Tammy Fischer
Tammy Fischer of Rockville is named the first winner of the Joseph L. Newcomer Memorial Scholarship. Mr. Newcomer, a Brinklow resident and former University of Maryland agronomy crops specialist, retired in 1977 after 27 years and died in 1994. Fischer is an agronomy junior at Maryland, majoring in soil and water conservation.
