Education funding reform faces uphill House battle in Annapolis
In Annapolis a plan to grant county governments budget flexibility for education is advancing through the House Ways and Means from a 41 vote. It reshapes the maintenance of effort rule and would create a five year study period. Supporters include Delegate Henry Heller, but critics from school boards teachers unions and PTAs warn of funding cuts. Frederick County officials show mixed reactions with some backing the revised formula and others opposing it as still a cut from current levels.
