County to contract child care services in Frederick County
Frederick County Commissioners chose to contract with the Child Care Consortium for child care services, the least costly option at 25000 per year. The panel had proposed four options including a county coordinator, but the consortium plan was selected to provide resource referral and technical assistance to centers and providers. The decision also led to extending the sick leave policy to include spouses and children.

Demonstrators sing on House floor over MLK birthday
About 150 demonstrators sang We Shall Overcome on the State House floor in Annapolis demanding that House Speaker R. Clayton Mitchell permit MLK birthday celebrations in song. Mitchell disciplined Delegate Juanita Miller for allowing three students to join in a gospel hymn, citing decorum concerns. Demonstrators argue parity with St. Patrick's Day singing, while critics call such celebrations circus like.
