Derr targets utilities customer campaign limits bill
Maryland Senator John Derr proposes restricting utilities from using base-rate funds to run campaigns aimed at luring customers from oil heat. Oil lobbyist J William Pitcher says such promotions tilt the field against fuel oil with PSC regulation. The measure would cap base-rate funding for energy conservation outreach and save customers from bearing campaign costs.
