Clinton set to unveil Bosnia peace plan with possible U.S. troops

The Clinton administration planned a four part approach to end Bosnia ethnic warfare. Diplomatic military economic and humanitarian components were outlined. Officials said a special envoy would work with Vance and Owen. No final troop decision was made, and ground forces would not be sent unilaterally.

Darnestown crash kills Frederick man at 1:30 p.m.

A 24-year-old Frederick resident David Matthew Odell died when his 1992 Hyundai Excel crossed the center line on Md. 28 west of Black Rock Road in Darnestown. He was not belted and may have followed a Montgomery County school bus before the head-on collision with a 1989 International truck driven by Alice Stankiewicz of Silver Spring who was wearing a seat belt and treated at Shady Grove Adventist Hospital.

Mayor to meet over liquor law with Arts Council and Weinberg director

The meeting aims to clarify obligations for the Weinberg Center, which is licensed for alcohol, after a nude scene prompted questions about compliance. The county panel previously found the law vague and considered stricter statewide rules. the theater faces no content-based action, but managers seek clear guidelines for operations and rentals.

Martinsburg man slain at Reno Monument Road marker

A Civil War buff found the body of Timmy Donald Sanders a Martinsburg resident, shot and killed near the Reno Monument on South Mountain five miles from Middletown. Police, medical examiners, and Maryland authorities pursued the case as an autopsy was planned in Baltimore. No weapon or suspects identified yet.
