Prospects for European arms reductions brighten
MOSCOW AP prospects for deep arms reductions in Europe appeared to brighten as the United States and the Soviet Union resumed intensive negotiations over non-nuclear weapons arsenals. Soviet Foreign Minister Shevardnad said there is movement in talks with Baker. He noted party reforms will improve U S Soviet relations and stressed Moscow cannot lower its international activity. Baker proposed deeper tank cuts and a plan to reduce troops in Central Europe to 195000 per side, with about 400000 Soviet and 100000 American soldiers withdrawn under a Vienna treaty. The talks at the Soviet foreign ministry included aides and covered strategic and non nuclear weapons as well as a chemical weapons ban. The meeting aimed to elicit a Soviet response to Bush troop reductions and touched on German unification concerns ahead of Kohl and Genscher's visit.

Sheraton Inn Frederick to become Holiday Inn
The Sheraton Inn Frederick will switch to Holiday Inn after Holiday Inn signed a franchise with Crown American Corp. The 1é-year leaseholder Sheraton fans Inc. did not renew. Changeover to Holiday Inn decor will take about three months while operations remain largely the same. An official announcement is due early next week. Holiday Inn already operates another hotel on U S 40 West in Frederick.

Stolen bulldozer destroys cars at Gaithersburg Ford

Female bounty hunter jailed for assault in Mount Airy case
A Reisterstown woman, Tima A. Scuder, 29, was sentenced by Circuit Court Judge G. Edward Dwyer Jr. to 60 days in Frederick County Detention Center for assault and 18 months for breaking into a Mount Airy trailer seeking a wanted man. The judge suspended all but two months and allowed work release. The incident, dated Sept. 5, 1983, involved a confrontation at a trailer off Old Mill Bottom Road near Mount Airy with a 16 year old present. The case raised questions about the authority of bounty hunters acting for bail bondsmen and their broad powers.
