Contract May Be Challenged In Baltimore bid controversy
ANNAPOLIS Feb 7 Con tractor Victor Frenkil said he might challenge a 29 million dollar contract for two State office buildings in Baltimore. He called the award irregular and potentially invalid after a Senate Finance Committee hearing on Blake Construction Co of Washington securing a 9 754 million bid. The board of Public Works allegedly changed the contract after submission without competitive bidding. The hearing heard that the board could have negotiated with other bidders and that alternate materials might have altered the lowest bid. Public Improvements Director J O Donnell and Attorney General Sobert defended the award as legal, while Frenkil’s attorney urged policy changes to state contracting.
