Maryland bets breakage sparks race fund debate
Maryland racing chairman D Eldred Rinehart defended current breakage payouts as costly to state funds and claimed a nickel instead of a dime change would divert hundreds of thousands from state and local recipients. Sen DiDomenico argued pennies kept by tracks erode bettor value and reduce revenue. He cited $1,242,000 in 1953 at the three mile tracks.
