Ambassador Bernstorff met at the State Department with Secretary Lansing after delivering Germany’s reply in the Lusitania case. The five minute, unsparing exchange left the United States unsatisfied, fueling questions about Berlin’s response and the ongoing crisis.
Washington reports Sir Cecil Spring-Rice delivered a formal British demand for the return of the steamship Appam, taken by a German prize crew and moored in Hampton Roads. Secretary Lansing says the Prussian American treaty governs the case and the main issue is how long the Appam may remain in U S waters. Only the prize crew remains aboard with twenty two prisoners and passengers freed by U S order.
