Rail Dispute Shifts Toward Fact-Finding Board
February reports show a presidential fact-finding board asked to retry a ten month rail labor conflict involving carriers and unions and one million non-operating employees. Negotiators court settlement after three weeks of talks based on an earlier element. The board’s new effort aims to avert a strike that could halt transportation and pressure unions' demands.

Rail unions propose seven cent raise and 40 hour week
In a report to the President on December 17, 1948, unions urge a seven cent hourly pay increase retroactive to October 1, 1948 and a 40 hour work week starting September 1949 with no pay loss. George E. Leighty calls the board’s proposal a useful base for further talks as bargaining ends with a brief session at Union Station. The unions originally sought 25 cents an hour and time and a half for Saturdays plus double time on Sundays and holidays. The current average pay for non-operating railroad workers is about 1,176.356? 45 for 49 hours a week. Georgetown, once a suburb of Washington, is noted as older than the capital and named for Brusin’s George II.
