Montgomery approves $400 million Dickerson incinerator plan
In 1992 Montgomery County Council voted 6 to 3 to fund a $400 million trash burning incinerator beside the Pepco plant in Dickerson, the county’s largest capital expense. The vote followed budget battles, tax hikes, and state aid losses, with opponents including two Republicans and a former Rockville mayor. The package included police pay boosts and cost offsets, while a property tax cut effort failed amid warnings of cuts to police and schools.
