Rivers the Unapologetic Defense Champion and Power Broker

He backed high military spending, courted defense contractors, pressed for civilian control clashes, and boasted a wide influence in South Carolina while facing critics over defense bills and personal conduct.

Nixon vetoes physician training bill amid holiday adjournment
President Nixon returned from Camp David to veto the physician training bill as Congress adjourned for Christmas. Sen Ralph Yarborough says the action may be a pocket veto and staff study will determine if Congress can vote on the veto. The measure would have funded three year grants to hospitals and medical schools to train family doctors, but Nixon called it the wrong approach. Adequate family planning services were also outlined, with $32 million to fund a population program for education and devices, not abortions.
