Suit filed over Dec shooting leaves boy without arm
Roy Bowers for his son David Wayne 15 filed a $275,000 suit against Middletown man John Edward Tibbetts after a Dec 19 shooting near Jack and Polly's Restaurant on U S 40 caused a bullet fragment to sever the boy's right arm. Ernest Wachs represents the plaintiff. The incident also injured two other Hagerstown youths. David Bowers later had his arm amputated at Frederick Memorial Hospital.
